PAGMI ASM Formalization & Minamata Mercury Elimination
- Biometric registration of artisanal gold cooperatives across Zamfara, Niger, Kebbi, and Osun States under PAGMI.
- Elimination of toxic mercury amalgamation and dry-crushing through deployment of Knelson centrifugal gravity hubs and wet milling.
- Launch of GoldConnect digital registry portal for verified 12-category stakeholder onboarding and live doré price transparency.

Blended Finance, Solar PPAs & Certified Laboratory Assays
- Deploy ₦100B Gold Purchase & Intervention Fund via Bank of Industry (BOI) and Central Bank of Nigeria (CBN).
- Commission 12MW solar-hybrid microgrid PPA at commercial gold mine plants (Segilola) to displace carbon emissions.
- Integrate ISO 17025 certified gold fire assay testing and digital assay certificates via NGSA and university metallurgy laboratories.
Phase 3: 2030–2031
LBMA Refining & Armored Bullion Transit
Domestic 99.99% LBMA Refining, CBN Bullion Reserves & LCFE
- Scale up licensed domestic refineries (Dukia Gold) to 30 MT annual capacity producing accredited 99.99% investment bullion.
- Expand B6-armored bullion convoy network with dual-satellite real-time telemetry and 100% Lloyd's specie insurance.
- Channel domestically refined gold into Central Bank sovereign foreign exchange reserves and LCFE spot gold trading contracts.
Phase 4: 2032–2034
Sovereign Minting & Tailings Reclamation
National Sovereign Minting, Goldsmith Guilds & Pit Reforestation
- Launch National Sovereign Gold Coinage program with Nigerian Security Printing & Minting (NSPMC).
- Establish National Goldsmith Craft Training Academy supporting hallmarked 18K/22K fine jewelry fabrication and luxury export.
- Achieve 100% progressive backfilling and native shea-tree reforestation across legacy artisanal gold mining clusters.
